The second ghost can still do interactions, so I'd expect to see stuff like doors being opened/closed, objects being thrown and any other normal interactions, these should be heard by sound sensors. what makes you believe that it's going to appear on the Activity Chart? It's already defying what we would expect, so I'm not sure why you'd cut your expectations so short. If you can't get evidence, hear it on the Sound Sensor, or see it on the Motion Sensor. There isn't enough low level emf activity to indicate that another ghost is there. It is, as best, a means to potentially help guess if it's EMF 5. There is variance in what the chart shows for interactions that can lead to false positives. Also the Chart is not a reliable means of EMF 5. I've noticed no pattern of getting EMF 5 faster than any other ghost, so some proof that the Twins give off EMF 5 interactions more often is going to need some citation. What I also found strange was, the twins have a really high amount of EMF 5 interactions, if you watch a Twins activity chart for long enough, you'll notice that it's doing a lot of EMF 5. On tanglewood, you can setup sound sensors in such a way to cover 80% of the map without overlaps and using motion sensors, you can track where the main ghost roughly is.

The second twin is "supposed to"/can wander away from the main twin, that way if you get a ghost that's refusing to give any evidence, it could be that you've got the mute twin, so why is it in nearly 4 hours of gameplay, I haven't seen 1 sound blip on the sound board that indicates that there are two ghosts? So why can't I see this second twin on sound sensors? In a livestream with Insym, CJ confirmed that The Twins was two ghosts. The twins was a single ghost that had an extended reach, ie it could interact with stuff double or maybe even triple the distance of a standard ghost. When I first encountered the twins, I had 2 theories, 1. The second twin however doesn't do any of the above, it just interacts with it's environment, the important part here is it's immune to motion sensors. Though it can happen that the two twins are very close together in smaller or tiny maps I guess. And I set up 6 candles and let them burn out at least twice during my investigations, the ghost didn't cared. But I already knew this because the other ghost type would have been and Onryo. So this pretty much gave away the fact that they are the twins. There was less than 0.5 seconds between those activities. Once one opened the blue room door at the stairs and the other was activating the shower in bathroom at the master bedroom. They actually DID two activities at the same time. Nothing but standard EMF2 or 3 readings in the master bedroom. I got only freezing breath and box (Nightmare mode) in the blue small bedroom at the stairs.

One was active in the blue room upstairs directly on the right at the stairs, The other in the master bedroom or the bathroom at the far end side. The twins are bugged and they're not separating on smaller maps. In over 6 hours of testing the twins on small maps, I've concluded that 1.
